South Korean construction company DL E&C announced on Monday that it has secured a US$15 million construction management (CM) contract for the 114 MW Siborpa Hydropower Plant in North Sumatra. The project is backed by Korea Midland Power Co. (KOMIPO) and led by PT Siborpa Eco Power.
Under the contract, DL E&C will oversee the design and construction management of the project until August 2030. The company’s alternative design proposals played a crucial role in securing the deal, demonstrating its ability to optimize project cost, efficiency, and safety in a seismically active region, the company said.

The original design included a 4.5-kilometer underground tunnel, a risky approach due to the unstable ground conditions of Sumatra’s Pacific Ring of Fire region. DL E&C proposed a surface water channel instead, improving constructability and reducing costs, ultimately leading to the company’s selection for the CM contract.
DL E&C has been active in Indonesia’s hydropower and infrastructure sector since the 1990s, with key projects including the Karian Dam and Upper Cisokan pumped-storage hydropower plant.
