Copper concentrate HPE rises in first period of April

The Export Benchmark Price (HPE) for copper concentrate (Cu ≥ 15 percent) for the first period of April 2025 is set at US$ 4,365.62/WE. This marks a 2.62 percent increase compared to the second period of March 2025, which had an average price of US$ 4,255.82/WE.

The HPE determination for the first period of April 2025 is outlined in the Minister of Trade Decree Number 451 of 2025, dated March 27, 2025, concerning the HPE for Mining Products Subject to Export Duty. This decree is effective from April 1 to 14, 2025.

Acting Director General of Foreign Trade at the Ministry of Trade, Isy Karim, explained that the increase is due to price fluctuations and growing global demand for copper concentrate. The HPE assessment for this period also referred to global copper concentrate price trends.

“Copper concentrate HPE has increased in the first period of April 2025 compared to the second period of March 2025. This price increase is due to market price fluctuations and higher global demand for copper concentrate,” said Isy in a statement.

Isy elaborated that the determination of the HPE for copper concentrate for this period was made after soliciting written input and proposals from the Ministry of Energy and Mineral Resources (ESDM), as the relevant technical agency. The ESDM’s proposal was based on pricing data from the London Bullion Market Association (LBMA) and the London Metal Exchange (LME).
