Offshore marine services contractor Kim Heng Limited announced on Monday that it has entered into a non-binding memorandum of understanding (MoU) with Singapore Energy Interconnections Pte. Ltd. (SGEI), a government-linked company focused on cross-border power interconnectors.
Signed on June 9, the MoU outlines a collaboration between Kim Heng and SGEI to operate, repair, and maintain submarine power cable systems within the ASEAN region. The agreement aims to support the development of the ASEAN Power Grid by ensuring reliable submarine power infrastructure.
The MoU will remain effective until June 1, 2028, unless superseded by definitive agreements or mutually terminated by both parties.

SGEI, recently established by the Singapore government, specializes in the development and operation of cross-border electricity interconnectors to facilitate power trade and enhance regional energy security. The company plans to invest in and operate interconnectors that enable electricity imports across borders.
Kim Heng confirmed that no directors or major shareholders have any direct or indirect interest in the MoU beyond their existing shareholdings in the company.
This partnership marks a significant step in advancing ASEAN’s integrated power grid infrastructure, reflecting growing regional efforts toward sustainable and secure energy connectivity.
