ENN Natural Gas Co., Ltd., China’s largest privately-owned natural gas operator, announced that it has completed Phase I of a mini-LNG development project in Indonesia and is now providing post-construction management and maintenance services through its subsidiary Xindi Energy Engineering Technology Co., Ltd. The company revealed the information in a disclosure made on Monday, 16 June.
The project, undertaken for PT Kayan LNG Nusantara (KLN), marks the first deployment of ENN’s skid-mounted LNG technology in Indonesia. Located in Simenggaris, North Kalimantan Province, the plant is designed to serve off-grid, island-mode power systems, enhancing energy access in remote areas of the archipelago.

According to the company’s draft listing document in Hong Kong, the LNG plant’s construction started in January 2020 and was completed in November 2023. Despite COVID-19 constraints, the delivery was completed on schedule. The project applied ENN’s proprietary configuration to stabilize operations under variable gas supply and low-load conditions.
"This is just Phase I of our broader engagement in Indonesia,” the company said. The modular, skid-mounted design used in this project allows future expansion and replication across Southeast Asia.
Chairman Jiang Chenghong, who took office in March 2025, said ENN is targeting growth across Southeast Asia as part of its overseas strategy. The company has also secured an EPC contract to build an LNG receiving terminal in northern Vietnam, with construction scheduled to begin in Q2 2025.
ENN, through Xindi Energy Engineering Technology Co., Ltd., has emphasized that its LNG technology reduces construction and installation costs while increasing engineering flexibility, making it ideal for the region's fragmented geography.
