In a significant move toward Indonesia’s clean energy transition, state-owned salt producer PT Garam, state-owned fertilizer producer PT Pupuk Indonesia (Persero), and Saudi Arabia’s ACWA Power Company have signed a Joint Development Study Agreement (JDSA) to collaborate on the Garuda Green Hydrogen Project—an initiative with the potential to reshape the energy landscape of Southeast Asia.
The agreement was formalized in Kuala Lumpur, Malaysia, during the 46th ASEAN Summit, marking a major milestone in regional cooperation on renewable energy.

The JDSA was signed by Marco Arcelli, CEO of ACWA Power; Jamsaton Nababan, Director of Portfolio and Business Development at PT Pupuk Indonesia; and Abraham Mose, President Director of PT Garam. All parties reaffirmed their commitment to supporting Indonesia’s transition to a low-carbon, sustainable energy future.
“The Garuda Green Hydrogen Project, which is planned to be located in Gresik, East Java, is expected to be a pioneer in the production of eco-friendly hydrogen in Southeast Asia,” said Abraham Mose.
The signing ceremony was also attended by Mohammad A. Abunayyan, Founder and Chairman of ACWA Power and a prominent figure in the global energy transition, along with Ibrahem Mohammad Alsiwelem, Saudi Arabia’s Commercial Attaché to Malaysia. Delegations from all three companies were present, underscoring the strong cross-border collaboration behind the initiative.
