Background

The third edition of Mining Legal Conference in Indonesia has been extensively updated to get insight key impacts of regulatory changes in range of 2018 to early 2019 to your business amid the government's target to improve the country's investment climate in effort to spur new investment in mining sector.

Indonesia has important role in global mining production. Aside as the world's largest coal exporter of thermal coal, Indonesia also contributes significantly to the supply of copper, gold, tin, bauxite and nickel to meet the rising global demand.

Despite efforts to attract new investment, the government admitted there has been limited investment in mining, particularly on exploration activities in greenfield projects in recent years despite rising trend in price of coal and mineral commodities.

Mining players argued the regulatory changes both in coal and mineral as one of main factor causing uncertainty for the mining company to make long-term investment.

As Chairman of the Indonesian Coal Mining Association (APBI) Pandu Sjahrir said that the relatively low third quarter investment data (in 2018) may probably attributed to lingering uncertainties including the realization of domestic market obligation (DMO) policy, and uncertainty over status of IUP mining business license and coal mining contracts of work.

Mining industry players are currently waiting for the long-delayed revision of the 2009 Mining Law, which has been under the hot debate in the last four years.

Miners also waiting the government's policy on regard to the sixth amendment of the GR No. 23 of 2010 on Mineral and Coal Business as legal basis for the Coal Contract of Work (CCoW) holders that would expire starting this year to convert into Special Mining Business Permit (IUPK) Production Operation.

The 3rd Mining Legal Conference would bring together noted legal practitioners and experts in mining to discuss the number of new regulations on mining sector to understand the key impacts of regulatory changes to mining sector.
