Background
Prospect of mine mouth power generation is undoubtedly, attracting more new investors, particularly since the government announced the much-hailed 35 GW electricity project, under which about half will be powered by coal -- be it coal-fired power plant or mine mouth power plant.
Given such huge untapped low to medium rank coal in Sumatra, the government also planned to install a high voltage direct current (HVDC) that would link and transport electrical currents from mine mouth power plants in Sumatra to Java Island, where electricity for economic support is mostly needed.
Thus, the recent revision of Ministerial Regulation (Permen) on price formula of coal aimed for mine mouth power plant is expected to accelerate the development of mine mouth power plant project as price of coal has been an important consideration for any investor.
Permen No. 24/2016 stipulates that coal price for mine mouth would be determined by coal base price plus production fee/royalty. The coal base price itself will be determined from production cost plus margin 15 percent to 25 percent.
As the regulation excludes royalty from a component for calculating production cost, electricity price from mine mouth is expected to be cheaper and competitive. Coal mining company and mine mouth developers are now also given authority to determine the margin.
