Common Background The entire oil and gas upstream industry now closely observes for results and effectiveness of implementation of the gross split scheme that currently reigns several Indonesian oil and gas assets. Gross split scheme, seen from fiscal perspective has similar characteristics to a royalty regime and these have been successful elsewhere in the world. However, the economics of a royalty regime may not be well suited to Indonesia's oil and gas industry where there are a large number of low-margin, high-cost fields and very capital intensive projects located in deep water frontier areas. At this point, a belief says that incentives will play significant role to the development of these assets especially greenfield ones. Other issues that came under highlight lately is a plan to implement domestic market obligation for gas, where PLN once demanded for capped price. The other is expiring contracts that are about to mature, who seek for certainty whether they will be extended or not.
